Google Ads: Join The Illuminati (Scam)

A site known as illuminati officials (.net) is advertising across youtube (noticed it on one of my videos), initial thoughts are that it seems like some kind of scam, aimed at dupes, there will be no doubt that some will fall for it? The site is very blatant with what it is trying to ‘sell’ ..at a cost of $250 per membership fee you too can become part of the ”elite organisation of world powers and protection”…
My question is how/why are google allowed to use false advertising like this? If anyone would like to investigate this further then there is a contact number given at the top of the site (‘Agent Anna’ in South Africa +27 60 828 4826)
These are the steps it says to follow, from the site itself:
